The sale proceeds have not and will not settle until the settlement date.
You can not buy and sell without the monies in your account paying for the purchase and the sale proceeds can not be used for payment for the buy
However, it appears thay you have a track record of buying and selling without making payment in full for a purchase, this is called free-riding and it is illegal
